The Public Institution "Teleradio-Moldova" (TRM) operates under parliamentary oversight in the Republic of Moldova.

TRM is supervised by the Supervisory and Development Council, comprising seven members appointed by Parliament for a single six-year term. Parliamentary factions nominate three members, ensuring proportional representation of both majority and opposition parties, while civil society organizations propose four members.

The Council approves the institution's statute, operational regulations, and budget amendments, and recommends candidates for the position of general director to Parliament.

A general director, elected by Parliament for a non-renewable seven-year term, manages the company. The Management Committee, under the general director's leadership, oversees the national public media services.

This framework was established in November 2021 when the Action and Solidarity Party (PAS)-dominated Parliament voted to restore TRM to parliamentary control, reversing the 2019 legislation that had placed it under the Broadcasting Coordinating Council's supervision.

The 2021 legislative changes terminated the mandates of all sitting Supervisory and Development Council members, the general director, and deputy general directors, enabling the ruling PAS to restructure the institution's management.

Media experts criticized these changes. However, PAS deputy Liliana Nicolaescu-Onofrei, who chairs the parliamentary committee for mass media, announced plans to modify the selection and appointment procedures for both the Council members and TRM management by late 2025, acknowledging that the previous legal changes were made under "extreme circumstances."

TRM's history dates back to 1958, when it began as the State Committee of the MSSR for Television and Radio Broadcasting. It later operated as National Radiotelevision (1990-1994) and the "Teleradio-Moldova" State Company (1994-2004) before becoming a public institution in 2004.

Brief information about Moldova 1's history is available on the Teleradio-Moldova company website. While public television maintains its own separate website, neither platform publishes information about the company's director, deputy directors, or Moldova 1's director.

Financial reports are not published on the Audiovisual Council's website, as TRM, being a public provider, submits its financial reports directly to the Supervisory and Development Council.

The public company TRM's website does publish activity reports, which include budget execution data. However, these reports present consolidated data for the entire public company, without separate breakdowns for Moldova 1 or other channel operations.
