ÎCS Pro Digital SRL was founded by CME Media Enterprises BV, founded in turn by Ronald Lauder and Mark Palmer. Central European Media (CME) Enterprises BV is a media company that operates 46 television channels across seven countries: Bulgaria, Croatia, the Czech Republic, Romania, the Republic of Moldova, Slovakia, and Slovenia. Founded in 1991 by Ronald Lauder and Mark Palmer, the company was created to foster independent television in Eastern European countries, which were eager for alternatives to state media.

Ronald Lauder, the heir to the Estée Lauder cosmetics company, retired from any administrative role within that entity in 1983. From 1986 to 1987, he served as the U.S. ambassador to Austria, where he developed valuable personal contacts and gained practical experience in Europe. Following the fall of the Iron Curtain in the early 1990s, Lauder sought business opportunities in countries newly freed from communist control, leading him to team up with Mark Palmer, a former U.S. ambassador to Hungary. Together, they focused on television as a sector with significant growth potential.

In addition to CME, Ronald Lauder founded Israeli TV and established RWL Water, LLC, in 2010. He is also active in philanthropy and civic activism, serving as president of the World Jewish Congress since 2007.

Mark Palmer was a Fellow at the American Academy of Diplomacy, Vice President of Freedom House, and a member of the Council for a Community of Democracies. He also co-founded the National Endowment for Democracy. After founding CME with Lauder, Palmer retired from public service, a move often viewed as a conflict of interest. He later headed the Central European Development Corp. and was involved in real estate ventures.
