Referred to as the first private media holding in Moldova, Jurnal Trust Media was founded in 2000 by a journalist Valentin Butnaru. The group is active in television, radio and online markets. Jurnal TV and Jurnal.md are operated by the Foreign Capital Enterprise (ÊCS) "Reforma Art" Limited Liability Company which was registered in the Republic of Moldova in 2009. The radio station Jurnal FM is run by an NGO, Public Association Center for Health Promotion and Health Education "Sănătatea" which was registered in 2000 to operate a radio station called "Radio Sănătatea". 

In 2010, after Jurnal FM (which had been broadcasting online) merged with Radio Sănătatea, the management of the Association was taken over by Valentin Butnaru, Adrian Gîțu, and Victor Gîndea. Later, Gîțu withdrew from the Association and was replaced by Dumitru Pavel, a legal professional who had represented Jurnal Trust Media in several lawsuits. The Association no longer owns any other businesses.

ÎCS Reforma Art SRL is currently 100% owned by VB News Media GMBH, a company registered in Germany whose final beneficiary is Valentin Butnaru. 

In the Republic of Moldova, over the years, the company ÎCS Reforma Art SRL founded three other companies that managed a website and two newspapers: Publicația Periodică Economic Magazin, regarding which the deletion procedure was initiated in February 2024, Publicația Periodică Jurnal de Chisinau, which owned a newspaper with a similar name closed at the end of 2019 and the Periodical Publication Ziarul Apropo Magazin, a supplement of Jurnal de Chisinau, also closed in the meantime.

In June 2024, the only active media businesses owned by the company ÎCS Reforma Art SRL are the television station Jurnal TV and the websites Jurnal.md and jurnaltv.md

  • Dumitru Pavel

    Dumitru Pavel is a lawyer. From 2001 to 2003, he served as Head of Section at the National Social Insurance House in Chisinau. He then worked as a consultant at the State Chancellery and as a referee at the Supreme Court of Justice. From October 2010 to March 2012, he was a lawyer at Jurnal de Chisinau Plus SRL and later represented the Jurnal Trust Media holding in court cases. Dumitru Pavel has also provided legal assistance to members of the Party of Action and Solidarity (PPDA) and its leader, Andrei Năstase. In the 2019 parliamentary elections, he ran on the list of the ACUM Bloc in the national constituency. From 2019 to 2021, he served as a member of the Central Electoral Commission.

    Since 2005, Victor Gîndea has worked as a director at several radio stations, first at Radio Noroc from 2005 to 2008, then at Radio Plai until 2009, and as a producer at  and director Jurnal TV since 2009. He graduated from the Gavriil Musicescu State Conservatory.
