Victor Ciobu is the son of Emilian Ciobu, who served as the Republic of Moldova's Ambassador to Romania from 1998 to 2003 and passed away in 2021. Emilian Ciobu was a proponent of Moldovanism and actively supported the recognition of the Moldovan language and identity.

According to his LinkedIn profile, Victor Ciobu has experience as an associate professor and IT consultant at the State University of Moldova. Additionally, from 2005 to 2007, he served as an advisor in the Ministry of Defence and later worked at the State Enterprise Registry.

In 2015, Victor Ciobu was photographed with Igor Tuletanyev, the current Chairman of the Public Council "For a Free Fatherland" and former President of the Russian Youth League. Together, they announced plans to prepare "surprises" for the 2015 local elections on behalf of the "Fatherland" party.

Emilian Ciobu was the chairman of the "Patria" party, which was taken over by politician Renato Usatii in 2014 for participation in the parliamentary elections. The Central Electoral Commission subsequently removed the party from the electoral race that year. In 2020, the European Court of Human Rights ruled that Patria had been illegally excluded from the elections.

    The father of Victor Ciobu. From 1998-2003 he served as the Ambassador of Moldova to România. He had a PhD in philosophy and was a university lecturer. He worked for many years as a lecturer at the Department of International Relations, FRIȘPA, and had a pedagogical experience of over 50 years. He passed away in 2021. Emilian Ciobu promoted Moldovanism, a doctrine supporting the existence of the Moldovan language and Moldovans. Emilian Ciobu was the president of the Patria Party, until in 2014 the position was taken over by Renato Usatîi, businessman-turned-politician, so that he could participate in the parliamentary elections. The Central Electoral Commission excluded the party from the elections in 2014. Emilian Ciobu was then in second place on the list of deputy candidates of the Patria Party. In 2020, the European Court of Human Rights ruled against the legality of removing the Patria party from the race.
