Vasili Chirtoca, the founder of the noi.md portal, was born in 1958 in Odessa, Ukraine, former USSR. He is a well-known Moldovan businessman and politician and is often referred to in the press as "one of the richest Moldovans". Chirtoca is the chairman of the DAAC group, a conglomerate of companies active in the import, sale, and repair of automobiles; leasing; real estate; production and sale of cosmetics and perfumery products; fish farming; construction of hydraulic and agricultural machinery, information technologies, security, and protection, etc.

Additionally, the refusal to provide information was justified by "the need to protect confidential information, trade secrets, personal data, and other legitimate interests."
