One TV was launched in 2021 by Dan Pascari, who manages the TV channel through SFC Media SRL established in the same year. Initially, the channel was named Legal TV and primarily broadcasted shows on  justice and law.

In August 2023, Dan Pascari petitioned the Audiovisual Council (CA) to rebrand the channel, aiming to transition from a niche broadcaster to a general television station. Following the Council's approval, the channel relaunched under its new name, One TV, in autumn 2023.

Since then, the station has faced several regulatory issues. In January 2024, SFC Media SRL, One TV's founding company, received a 10,000 lei ($575) fine for not providing requested broadcast recordings needed to verify Romanian subtitle compliance. A larger fine of 75,000 lei ($4,000) followed in February 2024, when both One TV and Star TV (another SFC Media SRL channel) failed to meet local programming requirements during prime time. Most recently, in April 2024, the Broadcasting Council issued a public warning to SFC Media SRL when One TV aired a series without Romanian subtitles.

At the same time, some concepts from shows previously broadcasted on Prime TV were adopted by One TV. For example, "Vorbește Moldova," formerly aired on Prime TV, began broadcasting under a new name, "Aici Moldova," on One TV. The show "Prima ora" was rebranded as "Morning with Lili Lozan and Eugen Bulgaru." Additionally, several journalists who had worked for television stations affiliated with Vlad Plahotniuc have joined One TV.

    There is limited public information about Dan Pascari. He was an administrator of  Panesta SRL, which is registered at  the same address as One TV. In the 2023 activity report submitted to the Board of Directors, Pascari claimed  that 34% of the TV channel’s  revenue comes from a loan provided by Panesta Group SRL. Panesta Group was established by Nicolae Pavelescu and Eugenia Jelihovschi,  the former director of Prime TV Petru Jelihovschi’s mother. Prime TV’s license is currently suspended, and the station is part of the media empire of oligarch Vlad Plahotniuc. According to the CV presented by the company SFC Media SRL, Dan Pascari has studied law, in 2014-2015 he worked in the Legal Service of some state institutions, and in 2017 - 2021 he was a senior reviewing inspector of the Control Section of the Registration Department of Means of Transport and the Qualification of Drivers. In September 2024, he became an administrator of SRL Rentparc.

    Ana Butnariuc is a journalist with 17 years of experience in TV.  She has previously worked as an editor-in-chief of Prime TV. She was previously a reporter at DECA-press and SP newspaper in Bălți, as a correspondent at ProTV Chisinau, as well as editor and producer with Moldovan TV channels Publika TV and Prime TV. She also has a background in pedagogy, with five years of experience as an educator.

    The manager of One TV was Petru Jelihovschi, formerly the administrator of currently suspended Prime TV, which was affiliated with the fugitive politician and oligarch Vlad Plahotniuc.

    In a response to the MOM team's request for information, Ana Butnariuc, the administrator of SFC Media SRL, mentioned that in 2023, the company concluded a consulting contract for TV production with Petru Jelihovschi in the context of the launch of the new station ONE TV. The consulting contract ended in July 2024, in connection with Petru Jelihovschi's departure from the country.

Audience data was collected from three sources: Nielsen, the Broadcasting Council, and Xplane (a company that conducts TV viewer preference surveys). According to Nielsen, One TV had an audience share of 2.98% in the first half of 2024. The Audiovisual Council reported One TV's audience share as 2.71% in Q1 2024. Xplane found that 4.8% of TV viewers chose One TV in spring 2024.

Information about One TV's broadcasting license holder was obtained from the Audiovisual Council. Advertising and market share data are not publicly available. The TV station does not publish information about its owners or editorial policy leadership. Upon request from the MOM team, SFC Media SRL provided Dan Pascari's CV, information about Petru Jelihovschi's role at the station, and data about decision-making voting rights.
